Officially, the number of people out of work is 9.4 percent of the population. The number would become 16 percent if you take into account people who are employed, but don’t work enough hours, and those who have stopped looking, says Federal Reserve official Dennis Lockhart. “My forecast for a slow recovery implies a protracted (long) period of high unemployment,” he said in a speech in August.
